Lately, there were some disturbing decisions of the state agencies on the sugar market in the Czech Republic that were later corrected by the constitutional court. This fact attracts attention from the interested parties as well from economists and lawyers. This bachelors thesis reveals how the Czech sugar market functions, what are the incentives of various interest groups and it points out the problems with the division of the production quotas. It further describes the system in the European Union that we will adopt in July 2004. The final part of the thesis is devoted to comparison of reality with the theory of regulation. It tries to evaluate whether the theory is able to predict the outcomes that we face in reality and whether the behaviour of the parties in the sugar market might be explained by the theory.
Státní agentury udělaly na trhu cukru v České republice v poslední době několik znepokojivých rozhodnutí, které byly později zrušeny Ústavním soudem. Tento fakt přitahuje pozornost jak zainteresovaných stran tak ekonomů a právníků. Tato bakalářšká práce popisuje, jak funguje trh s cukrem v České republice, jaké zájmy sledují různé zájmové skupiny a také poukazuje na problematické rozdělování kvót. Dále také popisuje systém, který používá Evropská Unie a který Česká republika přijme v červenci roku 2004. Poslední část této práce je věnována srovnání reality s teorií regulace. Pokouší se odpovědět na otázku, zda je teorie schopna předvídat výsledky, ke kterým v realitě dochází, a také se snaží zjistit, zda chování jednotlivých stran na trhu cukru může výt vysvětleno pomocí teorie.
